Ibrahim James Pam appointed as new Panel Member

The Inspection Panel is delighted to announce the appointment of Mr. Ibrahim James Pam as a Member of the Inspection Panel. Mr. Pam replaces Ms. Imrana Jalal whose term will expire December 31, 2022.

Mr. Pam, a Nigerian citizen, brings to the Panel more than 20 years of significant and relevant practical experience and educational background in economic, legal, social, environmental, and other development-related fields. He is an accomplished international lawyer and criminal investigator, with strong leadership experience at the international level and demonstrated sound judgment and analytic skills. Mr. Pam has in-depth understanding of complex development projects and extensive exposure to both public and private sector and has experience relating to the World Bank operations. 

He is currently Head Ad Interim of the Independent Redress Mechanism at the Green Climate Fund. Previously he worked as Head of the Independent Integrity Unit also at the Green Climate Fund and was the Chief Legal Officer of the Africa Development Bank.

Ramanie Kunanayagam, current Chair of the Inspection Panel, said, “We are delighted to welcome Ibrahim Pam as a Panel member.  Ibrahim brings with him a vast cross-cutting experience, including familiarity with multilateral development banks, how their boards work and the role of accountability mechanisms, investigative techniques and exposure to ground level social and environmental issues and the challenges facing local communities. It is also great for us to have a Panel member from the African continent.” 

Mr. Pam holds a Bachelor of Law from the University of Jos and a Masters degree in Criminal Justice Policy from the London School of Economics and Political Science.

Mr. Pam was selected to this position through an international competitive recruitment process. His appointment is for a term of five years effective January 1, 2023.
