On July 29, 2026, the Board of Executive Directors of the World Bank approved the Inspection Panel’s Second Report and Recommendation on a Request for Inspection pertaining to the India: Green National Highway Corridor Project. In this report, the Panel recommended not to investigate after determining that the concerns raised by Requesters were satisfactorily addressed through actions undertaken by World Bank Management and the Borrower. The Requesters agreed with this decision.

The Request for Inspection for this project was submitted in February 2025 by 109 individuals from Farrukhabad district in Uttar Pradesh.  They raised concerns related to the construction of a toll plaza, and its associated impacts, including reduced access to homes, shops and schools, road safety for school children, threats to livelihoods, and inadequate consultation with affected communities. 

In its first Report and Recommendation submitted on June 19, 2025, the Panel recommended an investigation. Following the submission of that recommendation, Bank Management submitted an Addendum, describing six remedial actions it planned to take to address the concerns the Panel had identified. The Panel consulted the Requesters who confirmed their agreement with the actions proposed by Management to be undertaken to address their concerns. In light of this, in July 2025, the Panel asked the Board to defer its decision on the investigation. The Board then granted this deferral, which provided Management with time to implement its proposed remedial actions. 

On January 9, 2026, Bank Management submitted a progress report on the remedial actions. They noted that some of the actions were incomplete but expected to be finished by the end of April 2026. In response to Management’s extended deadline, the Panel asked the Board for another extension on the submission of its final Report and Recommendation, which the Board approved.

On June 22-30, 2026, a Panel team led by Chairperson Ibrahim Pam conducted a follow-up visit to India to assess the status of the implementation of the remedial actions. The Panel confirmed that Management had taken appropriate action. During the visit, the Requesters expressed satisfaction with the implementation of all six actions and stated that their concerns had been resolved. 

Based on its field observations, review of documentation, and discussions with Requesters and stakeholders, the Panel submitted its Second Report and Recommendation to the Board on July 15, 2026. The report stated that the Panel had determined that the relocation of the toll plaza together with the implementation of the agreed remedial measures had effectively addressed the concerns that gave rise to the Request. The Panel determined that an investigation was no longer warranted and issued a final recommendation not to investigate the Request. The Board approved the Panel’s recommendation.
