On October 10, 2025, the Inspection Panel of the World Bank (WB) and the Compliance Review Panel of the Asian Development Bank (ADB) signed a Framework Agreement for processing complaints related to projects under ADB-WB Full Mutual Reliance Framework (FMRF).

The agreement sets out the scope and general arrangements for coordinating how the complaints under FMRF projects will be handled between the accountability mechanisms of the lead and the trail institutions. It outlines procedures for collaboration throughout the complaint process — including the timelines, information exchange, notifications, and coordination between the mechanisms.

The Inspection Panel and the Compliance Review Panel look forward to working together to strengthen accountability and cooperation in the ADB-WB joint operations.
